Is either bad for SEO?

No. Both let you set titles, descriptions, canonical URLs and generate sitemaps, and both render server-side HTML. SEO problems on these platforms are almost always content problems.

Can I export the code?

Webflow can export static HTML and CSS on higher plans, though not CMS-driven content. Framer doesn't offer a meaningful code export. Assume you're staying on the platform.
